ඌව පළාත් සිවිල් ආරක්ෂක කමිටු රැස්වීම ඌව පළාත් ආණ්ඩුකාරවර නීතිඥ කපිල ජයසේකර මැතිතුමාගේ ප්රධානත්වයෙන් 2026 ජූලි මස 07 වැනිදා ඌව පළාත් සභාවේ පර්සි සමරවීර ශ්රවනාගාරයේ දී පැවැත්වුණු අතර, එහිදී බදුල්ල සහ මොණරාගල දිස්ත්රික්කවල වත්මන් ආරක්ෂක තත්ත්වය පිළිබඳ සවිස්තරාත්මක සමාලෝචනයක් සිදු කෙරිණි.
මෙම රැස්වීමේදී ජනතාවගේ ආරක්ෂාව සහ මහජන සාමය තවදුරටත් ශක්තිමත් කිරීම සඳහා ඉදිරියේදී ක්රියාත්මක කළ යුතු වැඩපිළිවෙළ සම්බන්ධයෙන් විශේෂ අවධානය යොමු විය. නීතිය හා සාමය පවත්වාගෙන යාම, රාජ්ය ආයතන අතර සම්බන්ධීකරණය වැඩිදියුණු කිරීම සහ ජනතාවගේ ජීවිත හා දේපළ ආරක්ෂා කිරීම සම්බන්ධයෙන්ද සාකච්ඡා සිදු කෙරිණි.
පසුගිය දිනවල වාර්තා වූ කැලෑ ගිනි තැබීම් සහ ඒවා වැළැක්වීම සඳහා ගත යුතු ක්රියාමාර්ග පිළිබඳව ද මෙහිදී අවධානය යොමු විය. ඒ අනුව, අවදානම් ප්රදේශ හඳුනා ගැනීම, ජනතාව දැනුවත් කිරීම, අදාළ ආයතන අතර ඉක්මන් සම්බන්ධීකරණය ඇති කිරීම සහ හදිසි ප්රතිචාර ක්රමවේද ශක්තිමත් කිරීමේ අවශ්යතාව අවධාරණය කෙරිණි.
එසේම, “රටම එකට – මත්ද්රව්ය වැළැක්වීමේ ජාතික වැඩසටහන” යටතේ පාසල් මට්ටමින් ක්රියාත්මක වන මත්ද්රව්ය නිවාරණ වැඩසටහන් පිළිබඳවද සාකච්ඡා කළ අතර, සිසුන් සඳහා උපදේශන සේවා හා මනෝසමාජීය සහයෝග වැඩසටහන් තවදුරටත් විධිමත් කිරීමේ වැදගත්කම ද පෙන්වා දෙන ලදී.
මොණරාගල දිස්ත්රික්කයේ ජනතාව මුහුණ දෙන වන අලි–මිනිස් ගැටුම අවම කිරීම සඳහා ගත යුතු කෙටි හා දිගුකාලීන ක්රියාමාර්ග පිළිබඳවද මෙහිදී අදහස් හුවමාරු විය. ගැටුම් බහුල ප්රදේශ හඳුනාගෙන ඒ සඳහා ප්රායෝගික විසඳුම් සැලසුම් කිරීම, වනජීවී නිලධාරීන් සහ ප්රාදේශීය රාජ්ය ආයතන අතර සම්බන්ධීකරණය ශක්තිමත් කිරීම සම්බන්ධයෙන්ද අවධානය යොමු කෙරිණි.
ඉදිරියේදී පැවැත්වීමට නියමිත කතරගම පෙරහැර මංගල්යය සාර්ථකව හා ආරක්ෂිතව පැවැත්වීම සඳහා අවශ්ය ආරක්ෂක, රථවාහන, හදිසි ප්රතිචාර සහ ආපදා කළමනාකරණ සැලසුම් පිළිබඳවද රැස්වීමේදී දීර්ඝ ලෙස සාකච්ඡා කෙරිණි. පෙරහැර කාලසීමාවේදී බැතිමතුන්ගේ ආරක්ෂාව, රථවාහන කළමනාකරණය සහ හදිසි අවස්ථා සඳහා සූදානම් වීම සම්බන්ධයෙන් විශේෂ අවධානය යොමු විය.
මෙම අවස්ථාවට ඌව පළාත් ආණ්ඩුකාරවර ලේකම්, මොණරාගල දිස්ත්රික් ලේකම්, බදුල්ල දිස්ත්රික් අතිරේක දිස්ත්රික් ලේකම්, ත්රිවිධ හමුදාව, ශ්රී ලංකා පොලිසිය සහ ආරක්ෂක අංශ ප්රධානීන් ඇතුළු රාජ්ය නිලධාරීන් විශාල පිරිසක් සහභාගී වූහ.
Special Attention on Public Safety, Human–Elephant Conflict and Security Arrangements for the Kataragama Perahera at the Uva Provincial Civil Security Committee Meeting
The Uva Provincial Civil Security Committee meeting was held on July 07, 2026, at the Percy Samaraweera Auditorium of the Uva Provincial Council, under the patronage of the Governor of Uva Province, Attorney-at-Law Kapila Jayasekara. During the meeting, a detailed review was conducted on the current security situation in the Badulla and Monaragala districts.
Special attention was paid to the future measures that need to be implemented to further strengthen public safety and public order. Discussions were also held on maintaining law and order, improving coordination among state institutions, and safeguarding the lives and property of the public.
Attention was also drawn to the recent incidents of forest fires and the measures that should be taken to prevent them. Accordingly, the need to identify risk-prone areas, raise public awareness, ensure swift coordination among relevant institutions, and strengthen emergency response mechanisms was emphasized.
In addition, discussions were held on the drug prevention programmes being implemented at school level under the “Ratama Ekata – National Drug Prevention Programme”. The importance of further streamlining counselling services and psychosocial support programmes for students was also highlighted.
Views were exchanged on short-term and long-term measures required to minimize the human–elephant conflict faced by the people of the Monaragala District. Attention was also focused on identifying conflict-prone areas, planning practical solutions, and strengthening coordination between wildlife officers and regional state institutions.
Extensive discussions were also held regarding the security, traffic management, emergency response, and disaster management plans required to conduct the forthcoming Kataragama Perahera Festival successfully and safely. Special focus was placed on ensuring the safety of devotees, managing traffic, and preparing for emergency situations during the Perahera period.
The event was attended by the Secretary to the Governor of Uva Province, the District Secretary of Monaragala, the Additional District Secretary of Badulla, senior officials of the Tri-Forces, the Sri Lanka Police, heads of security divisions, and a large number of government officials.
